The Eledarian cartel is a formal "agreement" among competing gangs or families in Eledar. It is a formal organization of producers and manufacturers that agree to matters concerning prices, marketing, and production. The Cartel has made Eledar known as an oligopolistic industry, where the number of sellers is small (usually because barriers to entry, most notably startup costs, are high) and the products being traded are usually homogeneous merchandise, goods or resources. Slavetrade is also very common (Prostitution, slave labor and illegal fighting competitions/pit fights).

The cartel members agree on such matters as price fixing, total industry output, market shares, allocation of customers, allocation of territories, bid rigging, establishment of common sales agencies, and the division of profits or combination of these. The aim of such collusion (also called the Eledari cartel agreement) is to increase individual members' profits by reducing competition. The private cartels operate outside the "Cartel Agreement" and fight for economic status in Eledar, thus making gangwars common in the biggest citites of Eledar, foreign and domestic conflicts.

Eledar as a public cartel
The government is involved to enforce the cartel agreement, and the government's sovereignty shields such cartels from legal actions. Identifying and breaking up cartels is an important part of the competition policy in most countries, although proving the existence of a cartel is rarely easy, as firms are usually not so careless as to put collusion agreements on paper.

- Several economic studies and legal decisions of antitrust authorities have found that the median price increase achieved by the Eledari cartel in the last 50 years is around 25%.

- International cartels (those with participants from two or more nations) had an average price increase of 28%, whereas domestic private cartels in Eledar averaged 18%. These funds is used to further increase the cartell`s grip on the citizens of Eledar.
